Minutes of Meeting

April 16, 2009

FAIRWOOD WEST HOMEOWNERS ASSOCIATION

The monthly meeting of the Fairwood West Homeowners Association Board of Trustees was called to order on Thursday April 16th, 2009.  Trustees in attendance were Cecile Blumenzweig, Pat Wyre, Lou Carlascio, and Adrian Ryneveld.  Also in attendance was Barb Simeona, Association Bookkeeper and 1 homeowner and 1 Fairwood community member

~ MONTHLY REMINDERS ~

Protect your possessions – keep valuables out of site, lock your cars, park in your garage and keep your garage doors closed.

Minutes of Previous Meeting – The minutes from the March 2009 meeting were accepted as presented. 

Fire District 40 – It was noted for the record that the Fire Department no longer attends the meeting.  They will be taken off the monthly agenda.

King County Sheriff’s Report – Officer Sam Shirley was present to report.  He noted that burglaries are down however purse snatching is up.  People are taking purses out of shopping carts.

Lou asked Officer Shirley about a junk car parked on the street with a flat tire.  Is that a 911 call?  Sam suggested that the abandoned vehicle hotline be called at 206-205-0969.

Homeowner Comments – Nothing to report.

Homeowner Covenant Enforcement Appeals – No appeals to be heard.  See the notes under New Business regarding homeowner appeals.

Security – Adrian Ryneveld reported that he has noticed people leaving their cars unlocked and some of these same people are getting items stolen.  Please remember to lock your car doors, put valuables out of site and park in your garage if you can.  Also do not leave your garage doors open. 

Cecile reported that she received a phone call from a homeowner that stated she was no longer going to pay her dues because her home was broken in to.

Financial Report – The financial report was accepted as presented.

Barb gave copies of the insurance policies to the board of directors.

Treasurers Report – Nothing new to report.

Architectural Control Report – No representative present to report.

Common Properties Report – Pat has obtained 3 bids for permanent fencing in the park.  She presented the bids to the board of directors.  All the bids had the same footage and gage of fencing with a 12 foot wide gate.  She will find out what the guarantee is.

A motion was made, 2nd and approved to accept the bid from Emerald City Fence to put up the permanent fencing in the park.  The bid was accepted for $3,890.00 + tax with ½ down and final payment by June 19th, 2009 if acceptable by Emerald City Fence.

The play equipment will also be moved.

It was moved, seconded and approved to table all park plans except for the permanent fencing for the time being.

Barb went thru the old records and found communication related to the park.  She gave it all to Lou Carlascio for review.

Pat noted that the trash can in the park was over-filled.  She called the landscape company and was told that they do not pick up garbage.  The board agreed for Pat to get an extra garbage can, have the park garbage picked up with her normal garbage and she will be reimbursed for the extra can.  Lou told Pat he will help her pick up garbage if she needs help.

Pat noted that there is a group of Fairwood West homeowners that has been working on the 3-way stop at 164th.  If you are interested in helping please contact Mr. Larry Hudacek at Larryhudacek@netscape.net.

Community Events – Eileen Richard was present to report that the Easter Egg Hunt was successful.  She noted that the Easter Egg Hunt next year will be earlier in the day.  The board would like to thank Eileen for all the hard work she does on this event.  Also a special thank you to Pat Wyre, two local girls Sue-Ann and Mary who helped hide eggs and to Norma and her son Mikey for their help.

The annual Garage Sale will be June 26th – June 28th from 9 am to 5 pm daily.  If you are interested in selling food or beverages at the garage sale please call Eileen at 425-223-0005.

Pride In Ownership – Thank you to the following homeowners who were chosen for this month’s Pride in Ownership Awards.  Each owner is given a certificate and a gift card.

The community appreciates all your hard work in keeping your yard and home beautiful.

Covenant Enforcement – The board reviewed all the homes that were previously in process. 

2 violations were complied with in April – thank you to those homeowners!

It was noted for the record that there are numerous portable carports going up in the neighborhood.  These are in violation with the CC&R’s.  They can be put in the backyard where they are not visible but they cannot be in the front of the home.  They are not an acceptable structure.

The board of directors will be sending letters, fining homeowners, putting liens on homes for unpaid dues/fines and send to collections homeowners who are in violation of the CC&R’s and ignore the letters they receive.

Lou noted he would like to bring in a guest to next month’s meeting.  She works with foreclosed properties that are sitting abandoned.  She can give the board ideas on how to handle these situations.  The board agreed that they would like to hear what she has to say.

The association might have to possibly hire a teen this summer to keep up abandoned homes yards.

Unfinished Business Report – Nothing new to report.

New Business Report – Lou Carlascio discussed an appeals committee with the board for covenant enforcement issues.  Adrian, Cecile and Lou volunteered to form the sub-committee.

It was moved, 2nd and approved to create a new sub-committee to hear Covenant Enforcement Appeals.

If you wish to appeal your covenant enforcement violation you will need to contact Lou Carlascio and setup a meeting to discuss with the Appeals Committee.

It was moved, 2nd and approved to allocate $150 for the purchase of a scanner to scan old records.

A Fairwood Community member was in attendance to discuss her conversation with the Renton Housing Authority and research about local properties.

The meeting adjourned at 9:00 p.m.

The next monthly meeting of the Fairwood West Homeowners Association will be held on Thursday May 21st, 2009 at 7:00 p.m., at the Nativity Lutheran Church, 17707 140th SE.  Meetings are now held in the portable building on the church property.
